PRESS RELEASE FROM PRIME MINISTER MANMOHAN SINGH'S OFFICE--COMPROMISING ON NATIONAL SECURITY IN OPEN

PMA Policy in Private Sector to be reviewed, notifications kept in abeyance In a meeting held in PMO attended by the National Security Adviser, the Cabinet Secretary and the Principal Secretary to PM, and by officers of all concerned Ministries, a decision was taken to review the Policy for Providing Preference to Domestically Manufactured Electronic Goods (PMA Policy), particularly PMA in the private sector. 2. The PMA Policy has two aspects, one relating to government procurement and the other relating to private sector procurement. There are no international commitments affecting government procurement. However, private sector procurement policies are covered by India's obligations in the WTO. However, restrictions are permissible even in the private sector in essential security interests. 3. Concerns have been raised in many quarters on different aspects of the PMA Policy, particularly policy relating to procurement by the private sector for electronic products with security implications. 4. Notifications giving the guidelines regarding PMA in Government Procurement for products covered by DeitY and DoT have been issued to all Ministries. No other Ministry has issued Notifications in this regard. While DeitY and DoT have notified 6 and 23 products respectively, their implementation is yet to commence. 5. Notifications giving the guidelines regarding PMA procurement by the Private Sector of electronic products with security implications are yet to be issued. DoT has proposed to notify 14 telecom products under this category and the draft guidelines are in the public domain. (click here for guidelines, click here for list of 14 products) 6. After a detailed discussion on the current provisions of the PMA Policy, and the pros and cons of alternative approaches to handling security related products, the following decisions were taken: (i) The entire policy on Providing Preference to Domestically Manufactured Electronic Goods (PMA Policy) will be revisited and reviewed. (ii) The overall policy on PMA will be recalibrated and submitted to the Cabinet. (iii) No notifications on PMA in the private sector on security related products will be issued till the PMA Policy is reviewed and any notifications in the draft stage will be withheld. (iv) The revised proposal will incorporate a detailed provision for project / product / sector specific security standards, alternative modes of security certification, and a roadmap for buildup of domestic testing capacity. (v) The revised proposal on PMA in the private sector for security related products will not have domestic manufacturing requirements, percentage based or otherwise. (vi) The revised proposal will incorporate a mechanism for a centralised clearing house mechanism for all notifications under the PMA Policy. (vii) The National Security Council Secretariat will provide a definition of "security" for usage in the context of security related issues concerning products, projects or sectors. (viii) DeiTY will bring a final Note to the Cabinet on the revised policy within 4 weeks.

Call for carving Kashmir as country is communal cum anti-national

Kashmir valley violence is strong warning for centre to expedite its reform in police training. As an Indian, I protest to killings of innocents in valley of Kashmir. Kashmir needs visible and immediate justice for those who have been killed in Kashmir after Indian accession to the state of Jammu and Kashmir.

My protest in not just against government of India but also against separatist in Kashmir valley who have blown the propaganda of Independent Kashmir after being paid and promised bounty for getting the task done by Pakistan. It will not at all be rude to say that separatist don’t have any different feature compared to an Oncogene-The gene responsible for cancer. Their job is to keep dividing people at every level. Oncogene can be present in any part of body, similarly separatists are present in all parts of the country and with an open eyes and ear they can be even found in a small household.

Call for Kashmir as a separate nation is communal and misleading.


Having born and brought up in small backward town of UP, I can relate this call as to one similar from Hindu communal forces that tried to rule nation and state in the name of Lord Ram.

In 1992, when Babri Mosque issue was raked up by BJP and it allies, I rejoiced shouting communal slogans. There was curfew all around and everyone in my town witnessed house arrest situation. I was taking tuitions at the time the curfew was announced. Every one in the tuition panicked, packed their bags and in 5 minutes students ran to their houses. We were told that during curfew hours police has powers to shoot at sight anyone moving out of their house.

There were secret audio tapes of so called ‘Sadhvi’ Ritambra was distributed to flare up anti-muslim emotion of Hindus. I don’t remember exact words of speech except that it was well packed with logic for building Ram Mandir in Ayodhya and enough to convince even graduates and post graduates to join them. I was then 10 years old and can well relate to the 8-year old Kashmiri boy who was killed in the valley.

Often some members from communal forces use to creep in our colony and encourage everyone around to shout slogan of Jai Shree Ram on seeing any policemen around. Even taking name of lord Ram was counted as communal slogan those days.

After demolition of Babri Mosque, BJP was successful in creating wave in its favour in the name of Hindutva and formed government at centre and state. But their true colors could not remain hidden for long time. BJP gave feeling to people that it will bring Ram Rajya in the country but soon people realized that they are even worst that Congress (I) which had been often charged for corruption.

The blot of communalism has pushed the party deep in to trenches and is unable to rise again. It downplayed essence of India –secularism which includes people of all faith.
Today when I look back to those days, I feel regret for not realizing strength of the country ie Secularism which has given my brothers like Saleem Khan, Mohsin, Asim Javed, Sharique Zahir, Mohd Shoeb, Sohrab and the list goes long. I regret my days when my thoughts were communal in nature.

People those who relate RSS and Shiv Sena as key organizations of India should look at the fact that political parties supported by them don’t rule the country. India is country of and for humans, irrespective of their caste, creed, colour or religion.

These days Indians are more aware and rarely have communal bias. Even if I come across any, my basic question to them remains only one- Name the person whom you hate most and the person that had been troubling you often? In 99 per cent case, the name turns out to be from same religion, some time of same family or a neighbor.

The common example across Indian sub-continent is evergreen tiff between mother-in-law and daughter-in-law or between sister-in-laws.

Over the years people in India have realized that communalism is not the way to live as riots kill only innocents. This realization has reduced vote bank of communal parties in India.

Another example that India has is of Thackerays in Maharasthra. They could rule the state only once despite being projecting that they have been fighting for rights of local people. Maharashtrians over the years have seen their true color. Maharashtrians don’t want division and as a result these separatist Thackerays have been reduced to minority.

Today, I can relate myself to a Kashmiri youth and can believe that those who are calling for Kashmir as a separate nation are going through same phase of life. They have been swayed by call from Separatists.

The separatist are very shrewd. This can be observed from the fact that neither separatist nor the Militants ever showed aggression against China which has partly illegally occupied Kashmir. Forget aggression not even they have raised voice against China because they know very well that their funding will be stopped and they will be wiped out of the earth.This is the reason that I have termed violence in name of freedom of Kashmir valley is communal.


Kashmir wants peace like others part of India and through this blog I would like appeal my Kashmiri brethren that their support is only means to restore peace in Kashmir. Separatist mouthpiece has been the main cause for agony of people living in valley of Kashmir.

It is tough for Honest to survive in India

SM Krishna in an interview with Rajdeep Sardesai has said that GK Pillai , home secretary should have not spoken about involvement of ISI in 26/11 terror attack on the eve of his visit.

If Pillai would have not spoken about it then who should have spoken against ISI on record? Minister’s don’t have guts to say so.

However, Krishna seems to have seriously taken words of Pakistani foreign minister Shah Mahmood Qureshi. The major reason was talks failure, as pointed by Qureshi, were phone calls that Krishna was making. Qureshi had only referred to GK Pillai's remark to knock off India's objection on Hafiz Saeed's anti-India speeches. If Qureshi is to be believed,the bilateral talk failed because Krishna was busy on phone.

Journalist who frequently interact with ministers know that they are thick skin people and hardly aware of the matters in which there ministry is involved in to.

Other bureaucrats speaking against Pillai have angst against him. Pillai has served the nation with great zeal and at various position.

He is credited with title of ‘Father of SEZ’ in India. No minister could have taken effort to create a zone that could boost nations economy. Pillai shared details with media and it was largely appreciated.

Even at that time Pillai had to row in tough waters to get SEZ act passed in parliament by visiting and convincing almost each and every member of parliament. Many of these MP didn’t even had time to read documents of the policy. Pillai had to read out details for every MP – (An MP in India is defined as distinct breed of politician who over time has acquired thick skin and is not ready to take an iota of pain for nation’s welfare).

After he became Home Secretary, he revolutionized the processes. Bureaucrats say that MHA has started interfering in business of other ministries.

But why these dick head bureaucrat don’t think that in most of the ministries top level officials don’t have capability to think the way there ministry can lead to adverse effect on national security.

For example, if systems in Ministry of External Affairs were so strong, then How did David C Headly made entry in to India? Headly’s presence was key in formulation of 26/11 attack.

Is SM Krishna or any other bureaucrat having answer to this question?


Similarly, security is not only related to checking of guns and bombs. Lot of vital data is stored in computers as well. Data like location of defence personnels on border, defence capabilities etc.

A sincere effort to beef-up cyber security has been taken after Pillai took over as secretary of MHA along with Department of Justice. It is during his tenure a separate cuber court room in the country had been set-up. Computers entered in India at the time of Rajiv Gandhi.

Why was it not done earlier?

MHA issued notice to Department of Telecom to stop services on handset with not genuine IMEI numbers.

Why was DoT on its own unable to recognize the potential threats these handsets could have had?

Why did Indian bureaucrat allowed Chinese investment in sensitive sector like telecom when China is friend to enemy nation Pakistan and hostile to India?

There are series of questions to which thick skin bureaucrats will not have any reasonable answer but only they are seeing the way they have been turned lame by interference of MHA.

In the interview Radeep Sardesai provoked Krishna to make comment on Pillai. Sardesai acted like second Rajat Sharma. Sardesai did this because he very well knows that comments against Pillai will not be tolerated by citizens of this country and they will express their view. This in-turn will bring revenue for his channel.


Rajdeep I agree that you may have been successful in making money for your channel but you have lost respect as a journalist by planting attack on Pillai.

Shame on Ministry of Home Affairs that took away Pillai’s right of speaking to media and appointed new spokesperson Dileep Raj S Chaudhary.

It is an attempt by politicians to prune liberty of nations most honest bureaucrat GK Pillai.

Pranab likely to be 18th PM of India

The game of Conspirators ON to form next government of India


The current election scenario seems to move in a hazy direction. The trend in this election followed by last couple of Lok Sabha election show that Congress (I) will emerge as biggest party and I expect UPA to gain seats between 198-215 seats. If I have to give one number for seats that UPA will gather, I will say 205(+ or -3).

The problem is to finally reach destiny. Left party that seems to be king maker are not willing to support Congress led government but again, as Budhhadeb said Congress is not untouchable for them but for Karat , Dr. Manmohan Singh and US is.

Therefore in order to get support of Left party and do some ego-massage, Congress will have to change its options for post of PM. Then the best suitable option that Congress has for post of PM is Pranab Mukherjee.

Left will be pleased to support Mukherjee as PM because in case it will not support UPA to form government, there will be re-election. The current election will act as survey for allies of UPA left after Vote of Confidence motion won by UPA. The seat sharing will be then more efficient and Congress (I) will be able to reach close to majority. It will then easily form government with support of few independent candidates.

I do feel some possibility of Ram Vilas Paswan becoming next PM but it would not be possible without support of Congress. The reason for considering Ram Vilas Paswan possible choice for PM is that he is a dalit politician. He is secular and has no rift with key parties like Left, Congress and BJP.

But still Left and BJP will never come together. It can happen at the time Left will be willing commit political suicide. Paswan can possibly become if Congress, Third and Fourth front join hands together which is not possible as of now. If elections are again conducted and even then no party is able to form government, then in that case Ram Vilas Paswan will be an ideal candidate for post of PM.

Whatsoever may be the result of this Lok Sabha election, there are very bleak chances of Dr. Manmohan Singh becoming next PM.

Mumbai attack on 26th November 2008 is not just a terror attack but a very strategic attack keeping intentional politics in mind. This attack is an attempt to portray image of India like Pakistan that it is troubled with fundamentalist and radical groups. But why this?

Indo-US Nuclear Deal has increased frustration among enemies of India. At one side India's is gaining acceptance in International community where as Pakistan's image regarding safety of nuke weapons is deteriorating day-by-day.

Those who track news may have heard number of times that US is planning to control and seize nuclear weapons in Pakistan so that it does not land in the hand of terrorists. India so far has clean and responsible image in international community but from frequent terror attacks, enemies of country want to project that no nuclear program can be safe in the country.

The term DECCAN MUJAHIDEEN, ISLAMIC SECURITY FORCES-INDIAN MUJAHIDEEN(ISF-IM)and INDIAN MUJAHIDEEN has been strategically coined to attach image of India with terrorists. Terrorist are very well following branding and propaganda strategy to create image of India as a land that is giving birth to new terror groups. Repeated terror attacks are also projecting image of India as a country that can face Afghanistan kind of situation where ruling government was thrown out by Taliban. Targeting foreigners is part of this strategy. Beside this alleged Hindu Terror group Abhinav Bharat has added spice to Pakistan's platter.

Therefore, involvement of Pakistan along with China cannot be ruled out. I include China and Pakistan because, if US is not giving weapons to Pakistan to pass it on to terrorists, as it did at the time of 1993 Mumbai bomb blast, then from where are these terrorists getting weapons? If Pakistan is really worried, as it seems from the concerns showed by Asif Ali Zardari and Yousuf Raza Gillani, it should allow India to attack terror camps established in Pakistan and hand over Dawood Ibrahim, Laskar-e-Toiba, Jaish-e-Mohammed and other wanted terrorist to India.

This terrorists attack is one from the series that is about to continue.

Sensing riots in between

It is the time for most dangerous creature on earth- Politicians to move on to their battlefield as elections have set-on, From assembly election in six Indian states- Delhi, Chhattisgarh, J&K, Mizoram, Madhya Pradesh and Rajasthan to Lok Sabha election in 2009.

Both the major alliances NDA and UPA will strive for majority in the coming Lok Sabha polls. The season of the election started with Raj Thackeray ritong in Mumbai and Vilas Rao Deshmukh supporting him inorder to cut the vote bank of Shiv Sena.

BJP did not speak against Raj because it saw a support in him for Lok Sabha polls. Further it has alleged that congress is using ATS against member of its allies and framing charges to tarnish image of party.

It means that BJP does not trust the court of law. Howsoever, it became evident that BJP took support of riots to create polarisation in the state, especially in case of MP where none of its leader are in position to win.

I doubt if this expose will refrain BJP from going to another riot.

Is Deshmukh planning to switch from Congress to MNS?

If you ask the question WHO IS Chief Minister(CM) of Maharashtra? On record the answer is Vilas Rao Desmukh but off-record it seems to be Raj Thackeray. Raj has his own army that is more efficient than Maharashtra Police. On his one slight hint to attack north India, MNS activist start their action. Police watches them as silent spectator and Deshmukh felicitates MNS action by not speeding up legal action.

Anti-outsider move spurt by Raj Thackeray shows that his hidden supporter in Maharashtra none other than present Maharashtra CM Vilas Rao Deshmukh.

Last night in a discussion on NDTV , KTS Tulsi-a senior Supreme Court Lawyer pointed out that Raj could have been booked under Maharashtra Control of Organised Crime Act(MCOCA). There had been repeated violence from MNS. This could have been a point to block Raj's bail plea but the Maharashtra government did only formality to show that there is some kind of governance in Maharashtra.

When Jet airlines served pink slip to its employees then these employees approached Raj Thackeray instead of CM. This shows Raj is being considered more strong than the CM. I believe that it was Raj's threat that Naresh Goyal took more seriously than his voice of conscience. Raj gave open threat to Jet Airlines that no jet airlines will be able to take-off if Jet does not takes it Marathi employee back.

Goyal belived this and rushed for the press conference. Even Goyal did not approach CM Deshmukh as it seems that Goyal has well understood that law and order situation is not under CM but virtual CM Raj Thackeray.

Deshmukh weakness had been observed at various occasion during his tenure. He has openly received the threat from Narayan Rane. He is never seen at forefront speaking on the issues that keep boiling in Maharashtra. Be it killing of eight dalits in Khairlanji or transfer of land to Videocon for business.

Every one prefers to follow and choose strong leader who would stand by the interest and security of his cohorts. Deshmukh has failed to win the trust of masses in Mumbai. He has in-line of Brand Congress- A party known for poor managemnet of law and order and unable to secure its subject.

Please understand Mr Deshmukh , if you are unable to protect Hindi masses than please ask you son to act in Marathi movies and earn from it.
